Madam, there is one hadith also says that plucking eye brows and getting plucked by someone is haraam.... Now a days most of the Muslims gets eyebrows shaped.
Usually there are separate wudhu spaces for females so there we can remove our hijabs. If you are in a situation where you can not remove your hijab you can just wet your hands and put them under the hijab and wet the hair that is on the front connected to the head. You do not need to do 1/4 of the head.
