Yes you can go to the place during monsoons. It will be a really nice feel to trek while it is drizzling around but you don't get to see any views since everything will be foggy.

Gunjavane to Rajgad fort - 3 hours
Rajgad to Torna - one day
Velhe village to Torna - 2 hours

How much time will it take to reach torna fort???
Yes you can visit the place in December. The trek is open throughout the year.
However, you will not get similar views. The grass Weill be all brown and the place will not be this beautiful. So plan accordingly bro.
It depends on your fitness levels and weather conditions. You can wind it up in 3-4 hours of the weather is cool and you are fit. Further, it may take long if the conditions vary.
