Its in PA! I think the path to it has been blocked off since then but theres probably still a way to get to it.

If you're asking if you can navigate around inside of puerto aventuras on foot then yes. If you're asking if you can get into puerto aventuras on foot from a different city then no, you'll have to get to it by car.
You can’t swim on the cannal, or place number 4
In some places you can't, but there are many areas of the canal where you can swim and many people swim at.
