My thought us, he likely had his own script to cover himself on a piss test, but his doctor had reached the maximum he could legally prescribed. Yb also probably had connects for lean, but maybe somebody got locked up. One of his friends knew of a fake script scheme that they haven't been caught for. (I know at least two people out here in massachusetts who do this. They steal a stack of the script paper, and get them filled at mom and pop immigrant pharmacies, with outdated record keeping, in shady fallen-off old industrial cities, like new bedford and lawrence). He tries it, doesn't get caught right away, and keeps doing it. He was probably high when he made the decision, and already reached the point in his addiction where he gets pretty bad withdrawals without opioids.
Getting arrested for promethazine is pretty sad, in the uk they recently restricted codeine syrup, but promethazine syrup is hardish to get but still available without a script thru online chemists, just restricted to hot much you can get. Pills are a lot easier. Still lean will get more expensive, cheaper then in the us but still not worth the price even being well connected.
He dont need no punishment, this young man need help to overcome his addiction. He didn't hurt nobody but himself. He just tried to get his high as sad as it sounds. Send him for 1-3 month in rehab and help build his mental up. He grew up witout parents & is searching his whole life for real love. I'm not going into details but i dont think in this case he should get punished. He actually didnt rob nobody,hurt nobody or so. He is in housearrest for over 2years now and spend enough time for his young life in prison. Prison should be a place where you punish someone for his behavior against other people. Not to punish someone for his self distruction.
