This rom was modded to make them cost much less matching the psp that was japanese only. and matching the psp water physics. so not as insane with zenny grinding or water physics. but yes 15 million insane and you get it so late in the game and nothing much to shoot at. its literally just insane amount of grinding for the last hour or so of the end game.
