He straight up says "I'm not authorized to give those numbers". My guess is that would turn out to be very similar to those published by various Palestinian organisations, which would lead to several implications, none of which the Israeli are keen on.

I make a distinction here between the first part of the interview and the second.
In the first, the Israeli flack said he could not say how many civilians had died.
In the second, he said that he knew how many civilians had died, but he was prohibited from telling Mr Morgan what the number was.
All Piers Morgan did was, both in the first and the second part of the interview, ask how it was possible to be careful not to kill civilians, and then say you do not know how many that was.
Morgan found a question that made the flack uncomfortable, but failed actually to listen to his answer.

The spokesman apparently has been really troubled and traumatised over what he's been forced to go through by his overseers.
After WW2, despite the mass hysteria and indoctrination, many Germans became traumatised over what they had to do. Same issue with Vietnam. Most still didn't really consider civilians they killed to be human beings, but deep inside, there is a consciousness of guilt that produces that same look from the spokesman, as the other outcomes are either ending one's life or total madness.

In a sense he did actually answer very briefly, arguing that even IF Hamas' numbers were to be taken seriously, IDF is conducting itself as well at it should (according to him, Petreaus etc).
He could then just answer that he didn't have the numbers with him, because it's no Israel's responsibility to keep statistics on enemy civilian causalities.

It is not that easy when they do not wear uniforms. When a Hamas fighter drops his AK he looks exactly like a civilian. I am bit further into that topic then "But the children!!". There is no way to judge about this conflict if you only look into the last months or even the last few years. This does not even work in the Ukraine wich is a very recent conflict in compare and absolutly works not in Israel.
