If I remember correctly you even swap first reform to shogunat after capturing Kyoto. So he can literally have (almost) normal Russia campaign and will not be trolled by "forced" celestial empire gov reform.🤓 (there is one big problem that can ruin this run. I did Swiss mercs. I fought a monster quantity quality ottomans with 350k troops around 1540. I ended the war with full manpower as no merc companies with low manpower. It’s just one of the dumbest most powerful things I’ve ever done 😁
