Another thing state owned entities don’t spend money on technology like you would think, yes private sector they always focus on latest cutting edge technology and security updates etc. but not government and state owned entities, they always don’t have money and some departments have been hit by a series of ransomware, these things are not disclosed to the public but when you are in IT in government, you will hear horrors my brother.
Problem with the government they don’t want to upgrade thinking they will be hacked, but things have advanced hence its so easy for these guys to steal large amounts of money

I worked in a similar environment, people commit such crimes all the times, eventually they get caught. What amazes me, the next fraudster convince themselves that they have close all the loopholes.
