The "fire" effect you saw is basically what all his whip attacks looked like in Lasher variation, so I think it's just visual not a buff.
They need to get that lady from Invincible. The female Viltrumite with the long ponytail.

I think sektor double missile has a lot of potential in Quan Chi's setup/zoning game, between all the standing 4's and skulls.

With his weird air swing move he makes me feel like he’s is a mix between robin and brainiac from injustice 2.
