The board doesnt set work package tolerances, they set project level tolerances.
As far as i understand PM would set work package tolerance so team managers keep within project level tolerances

Business layer sets project level tolerance.
Project board sets the stage level tolerance.
Project management sets the work tolerance.

Am confused with this question, i thought the answer should be C , since the Board have set the tolerances, the project manager does not have to set below thst, as it will result to poor quality
