I reckon the notion of "planet in the house should be stronger than lord of the house" is some sort of sampling bias.
It actually doesn't work like that.

Question: I am a virgo ascendant. 6th lord saturn (retrograde and atmakarka) in the 6th house in aquarius mool trikona and 29 degree 53 min in conjunction with moon(shathbisha). In my case the planet in the sixth house and the sixth lord both are one and the same. So how do we decide if the sixth house is more powerful or sixth lord?

1. When you say a planet is strong or weak are we looking at shadbala ?
2. Do two relatively normal shadbala planets (who are friends) are in conjunction in the 8th house does it strengthen the planets relative to the house lord?
