Skagzilla dropped an artifact that you didn't pick up, those enhance the elemental effects of your action skill (when you enter or exit Phasewalk). A couple of tips: when comparing weapons check their level, rarity (white, green, blue, purple and legendary = lighter to darker shades of orange) and price in case you don't want to use them but need money. From this point forwards you shouldn't use white and most of green rarity gear unless you don't have a better choice, that is, when your current weapons/shields are very underleveled and a higher level green one has better stats. Finally, the glowy effect when you meleed some enemies is because you dazed them, making them slower and less accurate.
Your current weapons are fine for now, a low level Sledge's shotgun has another use, its knockback can send enemies away from you. You used the blue sniper to kill Skagzilla and the shock revolver is still good, thanks to its high elemental effect. You'll find replacements soon, I expect. That level 22 Pestilent Defiler will be good against anything made of metal and armored enemies (big skags, except badass corrosive ones, are weak to corrossive weapons when you don't shoot them in the back). 2-shot revolvers do high damage so you could use that green one in some situations until you get a better one.

Oof, just when I thought I was getting better lol. My problem is that I get too comfortable with my current weapons.
