If you didn't have the vert already, I'd say keep the cutlass for the T-Tops. But since you do, the Monte Carlo will definitely hold a better value in that all original condition.
Both nice but missing options the MC needs the ttops so I’d get a moonroof installed ASAP along with the a new dash because of the cracks. The Cutlass has great options but the roll up windows suck, it also needs the newer Euro clip and taillights in my opinion. But still beautiful cars I had both of them so I know all about them.
