So I'm sure I've seen 9ths written that look like a sus 2, where maybe the root is in the base and the right hand plays a different voicing. Is that thing or does the 9th, 11th and 13th have to be played an octave above etc?
No the 9th 11th 13th doesn't have to be an octave above, they can appear all over the place depending on instrument and voicing. It's just an octave above in the video to make understanding where 9 comes from a bit easier.

@@davidkerr4137 for a suspended chord, the third must absolutely be omitted. If you look at the Wikipedia article for suspended chords you’ll see the history of the terminology which will help you see the logic behind this. In terms of whether the 9, 11, 13 should be played an octave higher or not, then nearly always they would be, or if you’re voicing the chords over two hands on a piano then you might have the extra notes two or three octaves above the riot note. Playing a ninth note especially would sound very sense if played in the lower registers. One other thing to bear in mind is that the fifth would very often be omitted in a ninth chord. Omitting the fifth opens up the sound and can make things less dense.

But what about the minor flat ninth, the one built on the III of the diatonic scale? I’ve never been able to use that in a song.
Do you mean a m7 flat ninth? E.g in C Major iii would be em7 b9? If so I'd experiment with using chords around the m7b9 that share the b9 note in order to smooth out the transition.

You can't suspend a B from a C Major triad to make the sus 2 of a minor. There is no B in the triad. If you want, you can suspend a B from a CM7. Same thing with suspending an E from FM to dm. You have to add the E to the FM, making FM7, then you can extend the suspended resolution of E into the dm.
