I had a Windows update recently that tried to force me to sign in with a Microsoft account. I couldn't get around it. As a last resort, I rebooted and it went away. I've always used a local account.

They fixed this method
No you can click the accessibility button under, ther windows+r button and type shutdown -s -t 5, this will shutdown your laptop in 5 secs and you can restart it and do the process from the beginning with no internet and select the continue with limited setup option

This wouldn't work for me on Windows 11 but I did select, sign in, entered a MS account name, then the incorrect password, then hit Next and it let me in without signing in 😎

This only works on windows 10 but type a random wrong email and then it will say sign in with a local account instead so you don’t have to put anemail in
