Jog Falls Shimoga district me nahi girta hai, only uska view point Shimoga district me hai, otherwise Jog Falls Uttara Kannada District me girta hai, only Sharavathi river Shimoga district me flow hota hai

In Coastal Karnataka, almost everybody can understand and speak English and Hindi. In fact, in the stretch between Karwar and Honnavar, many people understand Marathi also.
Having said that I have to add that the best time to visit Jog Falls is September to December. This way, you can avoid clouds and fog and you will get clear view of the majestic water falls.
