Well...Mary Bell now has a daughter, granddaughter & hasn't killed since her release.
In interviews Kemper has said that the reason he killed his grandmother was because he "just wanted to see what it felt like to kill grandma". He is also the only serial killer to actually request the death penalty. Also he has stated more than once that he never wants to be released because he fears that he would start murdering again. So at least he has some form of conscience, regardless of how small it is.
If you are old enough to own a gun, you are old enough to suffer the consequences of your actions as an adult for the rest of your life

Edmund Kemper's grandfather may have cared for him, but his grandmother did not. She did not love him in the slightest. And when he'd reached his boiling point from being bullied and harassed by his grandmother, he had enough and murderer her with a hunting rifle his grandfather taught him to use.
