A reusable second stage needs massive amounts of thermal management to reenter the atmosphere, without doubling the engine up as a heatshield like stoke space is doing the mass from the heat shield/thermal management system will severely reduce payload capacity.
@@Tanoforfucksake granted at starship scale of massive rockets, the mass offset by thermal management is not nearly as crippling to the payload as it is on smaller launch vehicles.

When you say fully reusable I assume you mean just the first stage as I see no way a single engine 2nd stage can land.
Unless they rip off stoke spaces engine as a heat shield I don't see them reusing a second stage.
