Him hammering out some form of deal with the Vorts, basically saying, "Fine, i'll only keep an eye on him, nothing more." would also set up the retconning of the story up to that point by Alyx when she inevitably becomes employed in a similar manner to Freeman.
My take is that the g man and his employers are outside of time and can view possible divergences in a timeline. Hence he is allowed to "nudge" events and finetune certain aspects, but no big stuff like romeving the combine, since that would be to much of a change and create a new or parralell timeline.
17:59 i think gman got himself captured on purpose in hla. im pretty sure this concept art here was supposed to be like one of the early drafts of the ending where after getting captured by the combine he was just like “oh shit :(“ but compared to the ending in retail, it feels like hes waiting for alyx bc hes not like,, having a mental breakdown over a desk lmaoo. idk just my take on it
maybe it was an alternate non-canon ending like from hl1 where say, alyx doesn't take the deal, or maybe just doesn't open the cage up to begin with, leaving him actually trapped because a plan went wrong

Im afraid Breen showing up on the screen in the heart-to-heart scene was a consequence of re-used assets. That same breen-screen texture is used in the Water Hazard chapter on a distant flickering screen, and would constantly flip from a glitchy image of breen to a very brief frame of the Gman. Its the exact same gif/video file. The "restrictions" gman refers to in EP2 are in regards to the Vortigaunts holding him back prior to the Vort's getting distracted with healing Alyx.
After watching the city 17 urban renewal video, I was convinced that the part of the video at 0:40 was a bit, but I had to check for my self. Holy shit, I didn't know that was a thing, that is actually so creepy. You wouldn't really be able to find it in normal gameplay either, the only way I could get it to be visible iwthout noclipping is to turn on my flashlight to try and trick the fake HDR into dimming
one thing i like about gman is that its implied his employers dont actually control him in any capacity, he just chooses to listen to what they say. at times he even goes against them, though not majorly

Marc Laidlaw wrote G-Man’s monologue at the end of Opposing Force. It was the only part of that game he wrote and insisted that he write that specific part and have creative control. You can find him saying that in the Marc Laidlaw vault. We can presume that part at least is canon.
4:00 There is a Blue Shift reference in Half-Life: Alyx. You can find a floppy disk with "50 Free Games" listed on the back, one of them being a fictional arcade game called Prax Wars 2: Dante's Revenge, which was an arcade game that a scientist and security guard are seen playing very briefly in Blue Shift. The fact that the HLA devs went back and directly referenced something so obscure from that game proves to me that the expansion packs are definitely canon. Although I wouldn't blame you for ignoring them, because like Marc Laidlaw said, they aren't really that important to HL2's plot.
