It's totally ridiculous cheesy voice acting... and then Fisk comes along sounding like his Netflix Daredevil incarnation. We've got a world where most of these criminals are trying to patent fish or shouting "curses" and shaking their fist, and then you have this one guy who probably crushed someone's head in a car door out of anger off-screen.

That cop in the beginning, Electro, and Doc Ock's voice sound like Cam Clarke, which is also Leonardo and Rocksteady from the TMNT Cartoon.
