దేశానికి పట్టుగొమ్మలు గ్రామాలు అని పేరు. 70శాతం వ్యవసాయం కేంద్రీకృతమై ఉంటుంది కాబట్టే ఆ గుర్తింపు. అయితే మారుతున్న కాలంతో పాటే పట్టణాలు కూడా పట్టుగొమ్మలుగా మారాయి. కారణం విస్తృతమైన విద్య, వైద్యం, ఉపాధి అవకాశాలు ఉండడం, వలస జీవులకు కేంద్రంగా ఉండడం, ఒక రాష్ట్ర ఆదాయంలో సింహభాగం అక్కడి నుంచే రావడమే. వీటికి అనుగుణంగా నగరాల విస్తరణా వేగంగా జరుగుతోంది. కొత్తకొత్త మార్పులు చోటు చేసుకుంటున్నాయి. ఇదే క్రమంలో రాష్ట్ర రాజధాని హైదరాబాద్ స్వరూపాన్ని మార్చే దిశగా కీలక అడుగులు పడ్డాయి. నగరంలో ప్రభుత్వ భూములు చెరువులు, నాలాలను ఆక్రమణల నుంచి పరిరక్షించడం సహా ప్రకృతి విపత్తుల సమయంలో మరింత సమర్థంగా చర్యలు చేపట్టేలా హైడ్రా అనే ఓ సరికొత్త వ్యవస్థ ఏర్పాటుకు రాష్ట్ర ప్రభుత్వం ప్రణాళికలు రూపొందిస్తోంది. మరి హైడ్రా రూపం ఎలా ఉండనుంది, దీని ఏర్పాటు వల్ల లాభాలు ఏమిటి.
