Saileach is overall 1 dp more expensive than Elysium. Saileach has the universal -2 dp on the first op placed after her but Elysium has that for snipers and since Ray is used that difference is annulled. Therefore the only difference in between them is Saileach's one extra dp cost as she is higher rarity
Shamare is the MOST BROKEN 5 star. She trivializes any boss, especially heavy hitting ones with high def(yeah I'm talking about you, Patrick). And her design is a chief's kiss for loliconners like me 😭
