@@tommym321 I believe you are correct, they were getting bids to fix it. As I remember the bids came back at around $30,000 or so which anything over $10,000 needed to be voted on so before they could vote it let loose and caused $1 Billion in property damage! Hows that for your government at work?
@@tommym321 about the same time the City of Chicago is spending $150,000 to erect a steel barrier along the median of Howard Street, the northern border between Chicago and Evanston. Without a vote, and a year later a judge ordered it removed!
AND, he got it wrong! I was living in Chicago at the time, and the actual cause was from Mayor Daly illegally (without permits) driving NEW pylons into the near-north channel. Of course, they covered this up for as long as they could. HUNDREDS (if not thousands) of homeless people were drowned by this incident. One of my friends worked for the Cook County Morgue at the time, and I remember him telling me that they had more bodies of John and Jane Doe's then they could accommodate, and were actually storing bodies in semi-trucks, and covering them with bags of ice until they could address them. He said it looked like images from the Holocaust.

City Hall knew the tunnel was breeched a month befor it finally let the water in. It could have been repaired for a mere $30,000 !!
