Some of this is really good advice that isn’t exactly obvious. Like not matching your opponent when you’re behind. Lost my last few games for this exact reason, tried to catch up but it was already too late.

I wouldn't refer to it as "reactive strategy" but more like plain "tactics". Strategy is exactly what you describe, but the short-term stuff is called tactics.
i never really got transitioning. people say with some play styles or builds its easier to "transition into" archers or calv or whatsoever.. i never got that.. you can transition into any of these things if you have the wood to build their respective production buidling cant you? i don't understand that nuance. When people talk about transitioning does that mean the blacksmith upgrades?
If you open archers, then it's easier to transition into cavalry archers in castle age if you want because you already have an archery range and 1-1 from the blacksmith. If you open scouts, then you can easily transition to knights for the same reason. Some civs like Malians might open archers -> xbow and then transition to camels vs a player going heavy into knights. They have the cheaper buildings, so it's easier to make that transition.
Halberdiers should be added in the imperial age against hussars, especially to prevent raiding. In castle age, it can be better to spend your resources on more farms/villagers/knights. In my discord, there are plenty of people who could expand on this topic if you ask there.

I paid and installed the HD edition of the game after playing it as a kid back in the day, but I think I am going to uninstall at this point as I can probably no longer enjoy playing computer easy like I did back in the day. Even the moderate HD AI is giving me so much trouble I don't think I will ever be able to do a thing about it. I am just too much aware of the competitive element of the game (knowing there are videos out there as to the best strategy), forcing me to want to get better against a strong AI as against an average human, I would traditionally be called a noob, meaning I can no longer enjoy the noob play. The internet has ruined the joy for me. It is so ridiculously hard playing the advanced AI, which I am sure is laughable for an average pro player, but I just don't see a way to ever advance in this game. The multitasking is just impossible, and I am afraid even with the best pro advice out there. Even if I advance to castle age quickly, it is absolutely no use for me as when he comes in with his army, it is like a black belt toying with not even a white belt. I have played like 100 games today, which took me like 20 hours, each time getting absolutely crushed. Anyway, I enjoyed it as a kid, back when pro play wasn't a thing and I am grateful for it, but I am getting owned by the moderate AI to the point that is is just embarrassing. I've given up on Warcraft 3, being just too fast for me, hoping this would be a bit slower, but it is just too hard on the multitasking. If I am not getting housed, I am low on resources, if not, my army isn't being produced and even if it is, is is just too small so even if massing my army was the only goal I would still fail 100 times. Is there like a slower strategy game which isn't too much about speed and multitasking, where I can just take my time? I got fooled into thinking this was the type of game playing AI easy as a kid. At this point I am just facing the same issues I did playing W3 back in the day. I guess some people are just not cut out for it.
You could always give the Anno series a go. Much more focused around city building and economy with a light sprinkling of naval combat to keep it interesting.

I unironically read Sun Tzu’s Art of War when I was 14 and trying to play CE online (it didn’t really help with my micro, unfortunately)

Not that I know of. Strategy is a really complex topic so if you want to get better at it, it's probably best to analyze high level games.
Noob question: Why aren’t Frankish pikemen a good counter to Mongol Hussars and Mangudai?
