I agree with Rozell. If it takes time, so be it. That was part of the design of this country. To debate, and debate more before making a final decision. And by having three different branches, that intentionally slows down the process some more. We shouldn't be ruling by executive order, or by one party dominating the ideas that are then pushed forward "on behalf" of the American people. There are countless examples of bad policies that didn't have proper debate.
It wasn't always like this.
The problem is that the politicians have made it a habit to bullshit and put up bills or amendments that obviously won't pass. This is what Kennedy means by "good faith negotiating". These things delay the overall progress for months or even years. An example of this is the stimulus bills last year. Both sides were unwilling to meet in the middle and only include the necessary things/budget for covid relief. Instead we waited halfway through the pandemic with no assistance during lockdowns for them to fight about sending money to other countries for gender studies and counting fish in the gulf of Mexico. If we had a way to force both sides to reach an agreement in a reasonable amount of time, we wouldn't have waited 8 months to spend trillions of dollars which only a small percentage of actually got used

This country is about 246 years old. We've Been through a lot and had to adjust rules to accommodate changes over the years. It's not perfect but the Amendments, laws and rules now cover just about everything.
We do not need to start rewriting how problems are delt with. At this point, any rewriting will just favor one side over the other and that is exactly what the founding fathers did not want.
If this lady can't figure out which department should look at a problem, she has not read enough of the Amendments, laws or rules.
You pretty much answered the question why the Judicial needs to step in....because the Legislative and Executive can't come to a consensus together.
As far as time wise, I say a reasonable amount of time, not unlimited to come to a conclusion.

I heard a college professor talk about this last year before the presidential election. His thought was that somehow we might want to consider a power-sharing at the top of the Government. It would be one Democrat and one Republican. The way in our past that is generally how it worked. The President was from one party and the Vice President was from the opposite party. I am not sure when or why it was changed . It might be something for us to consider again. On the other hand, it might still cause a stalemate, and nothing gets done. It can't be any worse than what we have now
The only way to stop this crap is to go to term limits 8 year's no retirement an they go to the public .

Why do these things always have so many empty chairs? Where is everyone? It's like this all the time. I really like Sen. John Kennedy. He has good common sense and is very smart, and that is lacking in so many of them, and totally absent in some.
All Senators serve on MANY committees and subcommittees and their schedules overlap. Additionally, the Senate is also in session too. There’s also other business that Senators must do. They are all double, triple, and quadruple scheduled and often have to show up just when it’s their time. Unfortunate, but that’s why you see so many empty chairs. I’m not saying that’s a good thing, I’m just trying to explain why it is the way it is. As a courtesy, they are supposed to inform committee chairs, etc., regarding their plans and as courtesy they tend to work together to make it work. Recently, however, there’s a little spat that’s developed because Senator Blumenthal closed a hearing knowing that Senator Cruz was on his way because he didn’t want the Senator to question a judicial nominee.
Sadly, were those seats full, it would be by underlings and assistants. Politicians spend at least half their time fundraising, those donors benefit, the voters must be placated.
Hopefully some of them have been arrested...

As a former DOD employee for 20 years I will attest that it is very difficult to fire a career civil servant and they know it! There is one federal employee who earns his/her pay for every two that literally screw off. Most fed employess only expend energy to avoid work and responsibility. FACT!

When the speaker of the house dismisses Congress for months to keep from voting on bills just because the " wrong " President is in office and state representatives leave the state to keep bills from being voted on not much is going to be accomplished.
