Overflow isn’t an off brand Waterhazard. Similar powers doesn’t always mean similar alien. Overflow’s water is more powerful than Waterhazard’s, he’s more durable and tanky. Overflow is a close to Waterhazard as Buzzshock is to Frankenstrike.

Overflow might have better hydrokinesis but he is definitely not more durable than Waterhazard
