I believe Frontline programmed the RTUs to basically loop the "noon test" signal to mimic the traditional attack signal because what Whelen calls "attack" is more akin to a fast wail
The attack signal has to do with the third party radios that Hennepin County uses. They treat the Whelen logic controller as a mechanical siren, so it is repeatedly turning the siren on and off in alert. This will hopefully be fixed when Hennepin County finishes their radio replacement project in the next 12 months.
