I think BB made the right tactical play. Even if he would have won against Raleigh, eventually, the damage that would have been inflicted on his crew would have been astronomical. I don't think the term 'Admiral' or 'YC1' level fits these characters anymore. In my opinion, after seeing Garp fight Kuzan, I think characters like Garp and Rayleigh have the attack potency of Admiral/Yonko characters, but they just don't have the durability and stamina anymore. If it came down to a prolonged fight, as seen with Kuzan and Garp, they'd most likely lose. That being said, they're still dangerous. If characters like Rayleigh were put up against injured or tired admirals or Yonko's, they'd probably come out on top.

Some devils fruits are better than haki; and, you shouldn't judge haki by how much you see but rather how much it affect people and the environment. All we see here's the common reaction to haki that we been seeing before the time skip such as when luffy used his during the war unintentionally.

I disagree with Raleigth. Its possibly that couldn't defeat BB, but you have to know that is still one of the most stronger character in one piece, in his prime just the number 2 behind Roger and White Beard. He just became old but he is healty just like Garp. BB almost isnt in his prime, he didnt wake conqueror haki or advanced haki, just had 2 devil fruits that they werent awaked. Raleigth have all three types of haki mastered, also he is a master with his sword, he just have poor stamina. I don't think the term 'Admiral' or 'YC1' level fits these characters anymore. In my opinion, after seeing Garp fight Kuzan, I think characters like Garp and Rayleigh have the attack potency of Admiral/Yonko characters, but they just don't have the durability and stamina anymore. If it came down to a prolonged fight, as seen with Kuzan and Garp, they'd most likely lose. That being said, they're still dangerous. If characters like Rayleigh were put up against injured or tired admirals or Yonko's, they'd probably come out on top.
