Hayek's rule of law wasn't social norms. It was actual codified law that emerged from social norms. The law you describe is a lot weaker than what Hayek described in The Road to Serfdom.
What is the normative definition of regulation of law?

This is a very dangerous BS that makes people oppose law, order, and police, with drastic consequences for society. In the given example the acceptance of "social norm" only depends on the ability of the crowd to overpower an offender, which can result in the offender shooting them all or in lynching at the opposite extremes. Not to talk about the ridiculous example of the line-as if any of us has neve r seen a bully who'd just cut the queue and get to his place first. People who make such examples should finally realize that life outside the ivory towers which they inhabit is quite different from the "social norms " they are all used to, and here is what brings us to the need for police force, courts, and prisons... Hayek never opposed rule of law and the role of the government by the way.
