Creating Beams of Light
Here is some great insight on creating beams of light in photoshop. Check it out.
Working With Layers
The key to getting a beam of light to look realistic is using multiple layers while creating it. A beam of light will be most intense in the center of the beam, so by making three different curves layers that get smaller and smaller it gives the light a sense of depth. It’s also important to apply a gaussian blur to the layer masks so the light doesn’t look unreasonably hard edged.
Adding Fog
The second part to making the beam of light believable is adding fog to the image. The only way a beam of light can really be visible is if there are many small particles in the air for it to reflect off of. By using a combination of adjustment layers and Filter - Clouds, we can create a texture around the light that gives the illusion of a foggy day.

> layers panel: hit "create new layer"> "S": stamp tool> canvas: draw on the spot light to remove it
2:24 > layers panel: hit "create new layer"
(1st light beam)
(curves)
> "L": polygonal lasso tool> canvas: mark the light beam in a polygon> note: look at the light and shadow in the ground to find a more realistic place to work on your light beam> create light beam in multiple layers, to make it look realistic (more depth), if you only work on single layer, it never looks good
4:10 > adjustment layer panel: hit "curves" icon> properties panel: drag the curve up to make the selection area much brighter> note: it looks fake at this moment
(blur)
4:35 > layers panel: select the layer mask of curves layer> top panel: filter, blur, gaussian blur> gaussian blur window: range=160px (choose very large blur)> hit "OK"> note: now the light beam looks much more realistic> "alt+click": on layer mask, you can inspect the light beam
(2nd light beam)
5:06 > "L": polygonal lasso tool> canvas: mark the light beam in a polygon, but inside the previous light beam> note: now we create the core of our light beam> adjustment layer panel: hit "curves" icon> properties panel: drag the curve up to make the selection area much brighter> note: it looks fake at this moment> layers panel: select the layer mask of curves layer> top panel: filter, blur, gaussian blur> gaussian blur window: range=100px (choose less blur than previous and reasonably strong)> hit "OK"
(3rd light beam)
5:53 > "L": polygonal lasso tool> canvas: mark the light beam in a polygon, but inside the previous light beam> note: now we create the core of our light beam> adjustment layer panel: hit "curves" icon> properties panel: drag the curve up to make the selection area much brighter> note: it looks fake at this moment> layers panel: select the layer mask of curves layer> top panel: filter, blur, gaussian blur> gaussian blur window: range=75px (choose less blur than previous and reasonably strong)> hit "OK"
7:25 > (simulate some fog, which forms the environment of showing light beam)

> layers panel: select the top layer> adjustment layer panel: hit "curves" icon> properties panel: drag the bottom-left edge of curve up to make darkness brighter> layers panel: select layer mask of the curve layer> "ctrl+I": invert it to black> "B": brush tool> top bar: style=soft rounded, fill=white> canvas: draw around the character on the ground
8:12 > (render 1st clouds: around the light beam)
> layers panel: hit "create new layer"
> top panel: filter, render, clouds> note: the clouds are too small, so make them larger> "ctrl+T": resize it a bit larger> layers panel: hit "create layer mask"> select the layer mask> "B": brush tool> top bar: style=soft rounded, fill=black, flow=30%> canvas: draw around area far from the light beam to hide the fog which disturbing focus
9:02 > (render 2nd clouds: outside of the light beam)
> adjustment layer panel: hit "curves" icon> top panel: filter, render, clouds> properties panel: > RGB: drag the curve up to make the selection area much brighter> B: lower down the curve, darken the blue color> R: drag up the curve, lighten the red> layers panel: select the layer mask of the curve layer> "B": brush tool> top bar: style=soft rounded, fill=black> canvas: draw around the beam to hide the red cloud/fog effect around the light beam area> opacity=85%
10:00 > (hide the stamped area with black blend if layer)> layers panel: hit "fx", blending options> layer styles window, blending options panel: blend if=gray, underlying layer bar: drag white box to left, to protect the highlights> "alt+click": on white box, drag the left side of white box to the most left side, to add feathering for transition>
10:53 > (warm the light beam: curves with layer mask)
11:28 > (group all curves adjustment layers, except curves for street lamp)> layers panel: select all curves, except for street lamp> "ctrl+G": group them
11:33 > (add gradient to beam light: top to bottom, strong to weak)> layers panel: select the group> "ctrl+J": duplicate the group> hold "alt", hit "create layer mask" icon> select the layer mask> "G": gradient tool> top bar: style=linear, type=white to transparent> canvas: drag from the extension line far away from the top-right corner of canvas, to half body of the light beam> note: it gets more visible on the top, and no completely white painted> select the original group layer> hit "create layer mask" icon> "G": gradient tool> top bar: style=linear, type=black to transparent> canvas: drag from the extension line far away from the bottom-left corner of canvas, to half body of the light beam> note: reduce the strength of the lower light beam> select the upper light beam group> opacity=70%
13:11> (render clouds on light beam: add more texture)> layers panel: select the 2 groups> "ctrl+G": group them> hit "create layer mask" icon> select the layer mask
> top panel: filter, render, clouds> "B": brush tool> top bar: style=soft rounded, fill=black> canvas: draw around the light beam, to hide the cloud/fog on the light beam

you made the top right corner of the beam brighter. but gravity pulls most of the fog down, so it should get dimmer the higher the light is and brighter towards the floor, as there are more particles near the floor to reflect the light. thanks for the tutorial.

The issue is I keep on getting horizontal lines from top to bottom of the screen after I apply a lighting effect... Do you know why this is happening? All I simply do is filter- render-lighting effects- style default, light type spotlight... Thank you in advance!

The beam of light should not illuminate the trees in the background considering the distance of the trees to the subject.

I agree. What actually should make the beam look like a beam are not the objects in the background but rather particles of dust being hit by the light beam. I suppose this could be done by working with more layers.

That's wrong. Objects that are not being hit by the light beam should obviously not reflect that light. Next time you're outside during nighttime check out car lights. That's probably the best proof for that. You can only see stuff that's being hit by the light, nothing else.
Stefan Witzel Absolutely, I think it's a good amateur tutorial and can be built on. My Photoshop master used to put his nose up to the screen and inspect pixels of my work lol.

Thanks for the tutorial. If you really wanted to go the whole hog, would you use any tricks for the foreground/background to give the illusion of 3D (background blurred slightly, foreground sharpened)?

Anyone else think the effect was negated by the ultra-unrealistic "fog" addition? Also, deviant art has some nice fog brush sets. Perhaps that would have given you a better effect?

Real nice. Now that I've been staring at it for this 10+ minutes though, one thing bothers me: The beam shouldn't be lighting the trees up like that on the top right section of the image, the trees should be underexposed and the rays of light should be illuminating just the fog that it's going through.
