What you mentioned is perfectly feasible and a pretty good idea. You'd just have to attach the exiles and the new enemies to a enable reference. One set are disabled once the reference is switched to 1. The others are enabled when switched to 1. It's one of the easier things to do in the creation kit. I could even do it myself if I wasn't still using an old version of the creation kit that can't load the updated SAS.
Paralyze a target for 10 seconds, not worth it for my play style. Constant swapping of gear is a no no during combat when I play. 1 melee weapon and shield if 1-handed, and 1 ranged weapon or spell is favorited, all unlocked shouts are allowed, when I can remember them, it's just how I play.

How do you get the sword of Jygallag in this mod? You could in the base Saints & Seducers
You can't get it in ECSS, for story reasons. The sword is what's keeping Thoron trapped in the crystal.
