I think the reason is that Cop has always been a great team fighter, but a questionable laner, and Xpecial has always been known for his laning prowess. Cop can just listen to Xpecial in lane and let him make the plays, and then do what he has done his entire career which is be arguably the best team fighting ADC in North America.
