there's also quite other few biblical references in X8 as well, one of them is "Noah's Park" which is a reference to "Noah's Ark", and even Lumine himself is actually a reference to Lucifer, 'cause if you watchthe full walkthrough of the final map of the game (Sigma Palace), you'll know what I mean
Assuming the first Navigator dialogue is at the upper Troposphere (17 KM in the air), and the last Navigator dialogue is at the lower Exosphere (700 KM in the air), and there is 3 minutes and 30 seconds of time in the stage (as the pre-Vile section is a complete autoscroller), the elevator moves at an average speed of ~11800 Kilometers per hour/~7300 Miles per hour
I must admit, Capcom really got it right this song along with this badass imagem from the elevator. The combination do give the feeling of a endgame stage. Imho is as good as the first Sigma Stage of MMX1.

According to supplementary materials, it was recommissioned into Neo Arcadia Tower; ie generally the endgame stages of the Zero series
