With due respect to Boris Johnson, the great historian, he needs to look at history to see why it was ever the case that VAT was *on* fuel bills in the 1st place (hence allowing that spurious - and as it turns out - non-existent supposed reduction in fuel costs on exit) ... true to form, in fact, to blame higher than necessary prices on the EU during the Brexit debate was remarkably disingenuous - It was Norman Lamont who decided to put VAT on domestic fuel at the rate of 8% from April 1 1994. The EU didn’t force him to do this. He was doing it to cut public spending. Not only that, but he would have been quite happy to raise it to 17.5% the year after.
From the Independent at the time where Mr Lamont tried to defend himself:
"And in an atmosphere of growing confusion, a damaging Commons row broke out last night after Michael Portillo, Chief Secretary to the Treasury, suggested that poorer people would not suffer too much because of the ‘swings and roundabouts’ of the Income Support system.

Marginally getting "the fastest economic growth in the G7" is pretty easy to achieve when the country has also suffered the largest economic contraction by far beforehand. In absolute terms the economic growth is rather disappointing and is likely to be offset negatively by the highest inflation in decades.
It's only higher in 2021 because it shrank more than any other country in 2020. The OECD says the UK economy shrank more than any other globally 2019 to 2021, apart from India which is also run by a right wing regime.
