The problem is obviously the items... They matter too much. You only get a few and you have to build around them. Stop making items as impactful, or make them easy for everyone to get, and you can make the game more exciting in other ways. Items shouldn't drive autobattlers. Take Super auto pets. Items are impactful but what matter way more is Team building

Garen from set 9 is the last unit I got excited by. I haven’t felt excited by any units this set besides jhin 3, which is super rare to hit. Also the editing was super on point in this video. Bravo.

Game balance in terms of PvP isn't something that just Riot struggles with, every developer struggles with it for all the reasons BB lists off. How do you make something fun that isn't normalized? Nobody else has come up with a solution, so maybe we just face the reality that it can't be done. Guild Wars 2 comes close to it, but people don't enjoy an even playing field any more than they enjoy being handed the keys to the kingdom either.
It's always adorable to find someone who still has any hope for Riot to find some way to balance their games, when everyone else know they will make it even worse with each season.

It's not about how many you have exactly (although for a four cost you can never have more than 4), it's about how many are left in the pool. If half of the copies of a unit are gone from the pool, you can't find it as a headliner. For a four cost, there are ten in the pool, so if 5 or more are gone (or even currently in someone else's shop), you can't find the headliner. If someone else has one poppy, for example, you can only hold 3 if you want the headliner, because holding 4 means there are 5 gone. 4 and 5 costs its 4 gone (because 5 puts you past the halfway mark of 9 or 10 copies in the pool). The same rules apply for lower cost units - if there are 9 copies of a 3 cost gone (say you and an opponent are both rolling for yone, you have 5 and they have 4) then you can't see the headliner anymore (bag size 17, half the bag is 8.5 so it takes effect at 9 gone)
If you have more than 4 of a 4 cost unit, you can't hit a headliner of that unit. If you have more than 3 of a 5 cost unit, you can't hit a headliner of that unit. Other unites (1, 2, and 3 cost) are not subject to this rule.
