I have a feeling that the Grand Inquisitor tried to offer that same opportunity to Luminara when she was imprisoned a day after Order 66 but she refused as she rather die a Jedi than live as an inquisitor and Grand Inquisitor executed her in her cell. And that’s when he and the empire spread false rumors about her survival to lore surviving Jedi to be executed as well. That’s just my opinion as to why Luminara died in prison.
