As Caitlin reaches out, Carter is falling down backwards after not getting the rebound and Carter grabs onto CC's left arm. that's why only one arm, Caitlin's right arm is stretched out towards the ball. The left is bent towards Carter, because no one else's but Carter's arm is holding on to it in the video I just saw in slow motion. That's how the elbow got near Carter or maybe hit her, which is part of the game (if not intended). Zoom in and slow it down even further you can clearly see Carter is grabbing / hooking Clark’s left arm because Carter is falling down backwards.
