Society has become so trigger happy that people will prefer kids be kidnapped or die than to save them because any kind of actual contact will make you liable to take heat. Most likely one of the reasons more and more kids just vanish, it is genuinely drilled into people's minds that approaching a seemingly lost child is an easy way to be washed.
