- Footage shows smoke billowing from a ferris wheel after two gondolas caught fire at a music festival near Leipzig.

The fire started in one gondola and spread to a second on Saturday night, police said. At least 23 people were injured. Four people suffered burns and one suffered injuries from a fall. Others, including first responders and at least four police officers, were examined in hospital for possible smoke inhalation. The operator of the ferris wheel said that no passengers had been sitting in the gondola in which the fire started

Why would they stop it right at the top?
probably because its harder for the fire to spread to the rest of the structure and other carriages
people would end up passing over the flaming carriages as it moved and the smoke at the bottom would get to everyone above
Because fire and smoke, as you can see, always move upwards, and so it cannot set any more wagons on fire.
Or the whole ferris wheel.
To stop it burning other carriages of course. Isn’t that obvious to you??

because they’ve obviously been improved over the 130 years. yes there was a fire on this one but that doesn’t happen to every single ferris wheel

It’s probably arson, the individual Ferris wheel carriage holding passengers looks like an open carriage without electrical power or lights on the small Ferris wheel.
