Well, Rouge is very important to Shadow. After all, like the song says... _She could've have left him there, sealed inside the pod_ _No one would ever know_ _The Chaos Control_ She's "a jewel in history", according to him.
While I'm not completely certain about this, the lake that Shadow brought Rouge to appears to be the Lake of Rings, from the Sonic Archie comics. If so, it's possible this is meant to be the Archie comics version of Shadow, who has more of a tender side to him than his video game counterpart (at least after years of character development).
I truly don't know how to feel about Shadow and Rouge on a decisive level. I think, if anything, Rouge and Shadow will be the closest characters in any series, after any hardcore relationships that resulted in marriage or children. Knuckles and Rouge, however, never gonna happen. They are oil and water, and only some serious stirring will they ever mix. Whether or not Rouge could have a crush on him, she's a tease, a flirt,and always playing Coy. Knuckles has the worst trust issues, and considering Rouge's open aspirations for the Master Emerald, he's unlikely to ever trust or believe any actual confession. To Knuckles, she's no different than Eggman in that regard. Even though she simply wants to own, nothing beyond that, like using it take over the world of something. Shadow seems to really be the only character she's bit more straightforward with. There is flirting and some minor teasing, but its usually with no ulterior motive other than say, wanting to get him to smile.
There was an ad for the mobile game Sonic Dash that showed Rouge making a list of her New Year's resolutions, with a little doodle illustrating each one. One of the items was "Finally figure out a way to get that annoying echidna out the way so I can take my Master Emerald", with the doodle showing an angry Knuckles watching as Rouge flies away with the emerald. Under that was "Convince Shadow to go shopping with me", with the doodle showing a happy Rouge, shopping bag in hand, walking arm-in-arm with Shadow. I think that says it all, really. (I wouldn't completely discount the possibility of things getting serious between her and Knuckles, since they do seem friendlier towards each other in more recent games such as Sonic Forces, but I do believe her and Shadow is more likely.)

Shadow is a mysterious character in the realm of romance, considering he cannot age. Silver ironically took the role of a canonical son in the Black Knight game, despite them vehemently trying to say Silver is related to neither Sonic or Shadow. For some reason they think silver follows Amy and Shadow.... well thing is, since Silver is male, it doesn't matter who his mother is. Sonic and Shadow will always have Hedgehog sons should it come to it. But their wife's species will determine the daughters.

All we know for sure (from the third Takeover) is that he _definitely_ doesn't consider Sonic a potential partner (and vice versa). He also seemed pretty supportive of Sonic and Amy being a thing (in the fourth Takeover). 2. Using Black Knight as evidence that Silver is Shadow's son always seemed flimsy to me. I figure Silver being cast in the role of Sir Galahad had more to do with his innocent, naïve personality (Galahad was literally raised by nuns) and his association with Blaze (who has the role of Sir Percival in that game) than anything else. You might as well say that Jet the Hawk (who has the role of Sir Lamorak) is Blaze's brother. 3. Yeah, regardless of Silver's heritage (personally, I've always preferred to believe he's Sonic's descendant), Shadow and Amy is definitely _not_ happening. I've never understood why that ship is so popular.

Yeah, it's obvious that poor Shadow has absolutely no idea how to ask a girl out (I guess Professor Gerald never got around to giving him that talk). But hey, his awkwardness (and hers) just makes the whole thing cuter.
