Its a toss up for me. Rouge is a funny character, definitely "Cat Woman" Vibe. Both Knuckles and Shadow are broody Batman types, but Knuckles is a lot more fun to tease as he has the most bombastic reactions. Shadow is more straightfoward, but it goes without saying that the only person he honestly puts up with for extended periods of time is Rouge. Regardless of feelings though, Rouge is like his moral compass that keeps him grounded as of late. Help him see the big picture at times, as his Vegeta level ego has endangered himself multiple times.

For future Sonic the Hedgehog series: I want Shadow the Ultimate Lifeform to get a "New Female Character (swordfighter)" as a new rival. Similar to: 1.) Karai (from Teenage Mutant Ninja Turtles) 2.) Ravager/Rose Wilson (from Teen Titans, DC Universe) 3.) Blade (from Azure Striker Gunvolt, Gunvolt Chronicles: Luminous Avenger iX) 4.) Mara Jade Skywalker (from Star Wars; Expanded Universe) 5.) And more *Hint:* Just to try something different for Shadow the Ultimate Lifeform. And to keep away from Sonic the Hedgehog and his friends for some reason.
I've read at least one Shadouge fanfic that handled it that way, actually--where he has a crush on Rouge but genuinely doesn't understand what he's feeling. It makes sense--Shadow's closest companions on the ARK were an old man (who was most likely a widower) and a little girl, so it's unlikely he had much instruction or experience in that area. There was some Japanese promotional art a few years back that showed Maria reading him the story of "The Princess and the Cowherd", so I'd guess that his only reference point for romance would be fairy tales like that, which wouldn't be of much practical use. Maybe he should visit Empire City and get some advice from Louie Montaigne (from Sonic Unleashed).
