Apple's use of OpenAI is simply as a third party AI provider - much like Google search was a third party search provider.
In the future, Apple will probably allow a whole host of third party AI providers - provided they agree to the no logging, profile building, and are willing to accept anonymized requests.

Apple hasn’t released the integration details for ChatGPT - so it’s entirely possible that Apple has licensed GPT4 from OpenAi and is running it in their own isolated and secure datacenter with no connection at all back to OpenAi.
