The speedo can be modded inside of a avenger or MOC, and sometimes you can find modded cars sitting outside of LS customs as well, or driving around in Sandy shores too. I’ve been lucky to find some.
@@dauphongii they do spawn just rarely and with certain vehicles I have drove them granted they are still high end so you can't keep them but they do spawn like grinding for a shiny Pokémon. Yeah, they better rebalance the cost of everything since they supposedly will have real time in game car dupe detection among others. This and mod menus on XB360/PS3/PC with stealth bank deposits and $ drops are pretty much reason why they inflated the cost of everything. If you go back and look at prices along DLC timelines, you can see that they all jumped not long after the old gen systems were hacked.

How to save the speedo van? Edit: after i got the speedo van, i wasn't able to mod it at LSC and even at the Agency Workshop, the only place i was able to modify it at was the Mobile Operation Center. Note: I didn't visit the LS Car Meet it might be modifiable there
