So i work as an engineer in training for my state's department of transportation, and I have to say, this was a fairly accurate breakdown of what we do when designing roads. While some details were missed, this was fantastic to those not in this civil engineering space. well done! Though, you said Toad's Turnpike was perfect. And while I would have let this go because it's a pavement marking issue, you brought up signage which you said you were going to ignore. And that is that there is no solid double yellow pavement marking to denote opposing lanes of traffic. Meanwhile the sign over the bridge marks all three lanes are going the same way. Broken white indicates same traffic travel direction that you are allowed to cross
So this means that the original N64 version of Toad's Turnpike was compliant then. (All vehicles go in the same direction, barring mirror tracks where the go-karts are going against traffic.)

None of these apply to Mt. Wario. It's part of a Ski Resort, meant to be used by skis, snowboards, and bobsleds apparently according to Sochi Olympics. Don't know who thought it was a good idea to drive cars on this course, but it wasn't meant to be used for those in the first place.
They also don't apply to most of the racetracks in the game, because they're... racetracks. There are a few safety rules for private roads, but "needing a driver's license" isn't one of them, and federal road codes are also only for roads owned by the government. You only need a driver's license to drive on a private road if the road's owner says you do. Technically, only stuff that's set in a residential area within the United States would actually count for this, if you're being that pedantic.

metal grated bridges are not that unusual of a road construction material. Doesn't really fly nowadays but many bridges were built with it as the roadway for weight reasons.

Why did you not bring up the cars going the opposite way on the right lane of Toad's Turnpike without proper dividing lines to indicate that the lanes are supposed to go different directions? Seriously, those white dotted lines are supposed to mean the lanes are for the same direction of travel, not opposite directions.
I technically considered them to be Arterial Roads based on the speed that you’re going, since most of them don’t really conform to the traditional racetrack form, so a lot of the rules didn’t really apply. Most of the regulations apply to all road type, though, the only thing that changes is the specific numbers for things like grade and sight distance

Or at least you should try to identify what the heck each of them are and see how they conform. Baby park is a kids themepark ride. A combination of go cart (witch is what all of these fundamentally are.) and bumper cars. Mt wario is an alpine ski slope not a road. Etc.
A second video for the DLC would be interesting, especially since the Tour Tracks take us to real world locations.
