    Joel 2 which Peter quotes in Acts to is simply prophecy and when you look at the prophecy there is NO mention of a church starting. In Matt 16: [13] When Jesus came into the coasts of Caesarea Philippi, he asked his disciples, saying, Whom do men say that I the Son of man am?
    [14] And they said, Some say that thou art John the Baptist: some, Elias; and others, Jeremias, or one of the prophets.
    [15] He saith unto them, But whom say ye that I am?
    [16] And Simon Peter answered and said, Thou art the Christ, the Son of the living God.
    [17] And Jesus answered and said unto him, Blessed art thou, Simon Barjona: for flesh and blood hath not revealed it unto thee, but my Father which is in heaven.
    [18] And I say also unto thee, That thou art Peter, and upon this rock I will build my church; and the gates of hell shall not prevail against it. -Simply put if a Jew believed that Jesus is the Christ they can qualify for salvation thru the permission of Christ to enter into the Kingdom.
    Luke wrote the book of Acts having done extensive research, same as the book baring his name, Luke. In Acts 1 the disciples what to know about the kingdom. NO mention of the church. But but Jesus in should himself resurrected from hell because the gates thereof could not hold him. He spoke about the things pertaining to the kingdom. He should them things to believe about him which were the building blocks of the church. For 40 days before Pentecost when the misguided church says the church started, the church was being built.
    Luke records in Luke 18 [18] And a certain ruler asked him, saying, Good Master, what shall I do to inherit eternal life?
    [19] And Jesus said unto him, Why callest thou me good? none is good, save one, that is, God.
    [20] Thou knowest the commandments, Do not commit adultery, Do not kill, Do not steal, Do not bear false witness, Honour thy father and thy mother.
    [21] And he said, All these have I kept from my youth up.
    [22] Now when Jesus heard these things, he said unto him, Yet lackest thou one thing: sell all that thou hast, and distribute unto the poor, and thou shalt have treasure in heaven: and come, follow me.
    [23] And when he heard this, he was very sorrowful: for he was very rich.
    [24] And when Jesus saw that he was very sorrowful, he said, How hardly shall they that have riches enter into the kingdom of God!
    [25] For it is easier for a camel to go through a needle's eye, than for a rich man to enter into the kingdom of God.
    [26] And they that heard it said, Who then can be saved?
    What? they say, if a good law abiding Jew can't go into the kingdom because he can not give his possessions to the poor and trust that God do all that God promised. Untold wealth for Israel and their being the most prestigious nation in the world. Then this guy can not be saved? The point is salvation for the church in Jerusalem is not the same as the ones that the apostle Paul started. 1 Tim 1 just like God assigned Moses God assigned Paul to tell us how to be saved. Sealed until the day of redemption and going to heaven not the city of Jerusalem. That city is for Jews and converts after the tribulation having endured to the end of it. We are raptured, then the tribulation. The remnant of Jew realize that that Jesus that they had been hearing about was the Christ and so again Matt. 18: 16 is the building block of that church in Jerusalem. The city of the living God
