I don't think he'll get the serum because I think the story will be about him being an underdog but still coming out on top. Him saying "I'm not" about being Steve Rogers, to me, is him saying he's not the perfect soldier and don't expect him to just take orders. I suspect he is suited with a lot of Stark tech; that superhero landing should have broken his legs otherwise. Especially with the way one of his legs were.
