It sounds like you are signed in when off site and you are getting the 'free view' which only allows for Researcher Search. The document search is 'in active'. If you have roaming access, and roaming access expires when you sign in when off your IP range, you just get the "free view'. You can fix this by going to your entitled IP range and signing in, which should reset roaming expiring period to 356 days.
You might have denied functional cookies, and that might be why you can't see the question mark. Try scrolling to the bottom of the page, and find "Manage Cookie Preferences" in the webpage footer, and when you open that, go to Functional cookies and turn them on. Upon refreshing the page, the question mark should appear, and the Help is available there.

Help! I can't search by topic I don't know what's the problem. The documents are not accessible

Theres no question mark icon and i cant find any help button in the interface
