Suzuran will always be on top even though an iconic main character who were top in Suzuran graduated, no longer represent like Genji, Serizawa and co. There will be always a new strong freshmen or new strong leader and sidekick who are strong enough to defeat any school or factions such as S.W.O.R.D. Rindaman is definitely the strongest among them and he is the last reserve for Suzuran. I always loved their badass entrance into the fight. The music really blend in soo well.

Bouya actually is the closest that fight draw with Rindaman and he is the only fighter that did it in Suzuran history, Lao don't even come close sorry

During the 90s based manga series Rindaman look more like a buffed and tall street punk and he usually talk trash alot to his opponent like Bouya before fighting. Later on the Rindaman redesign to have hoodie as his outfit and he not so talkactive anymore rather man with few words but more action that is what make him intimidating (fun facts : after Rindaman graduation he became a legit pro fighter in japan). Rao currently doesn't have a manga arc unlike Genji in Worst manga series, they did mention that Crow Zero event do indeed take place so it is canon. Rao look intimidating because he is a professional fighter in real life that's pretty much it To answer your second comment - Yes Genji is in top 10 for Suzuran ranking, his fighting style surpassed alot of fighters in the school. One thing to note that he is also the son of an high profile yakuza, as we've seen in the movie he and his father relationship are not always on best all the time and in fact his father beat him up since he was a child. Therefore Genji have hardship during his life till when he reach Suzuran school as he already stronger than most people and the passion in his heart that even Serizawa respect alot. He definitely in top 10 alongside with other very strong Suzuran fighters like Bouya, Hana, Guriko and Zetton. Rao can't put him in top 10 because we never really see him fight strong fighter on screen just yet. Todoroki said that Rao had beaten Sachio, but Sachio is not the strongest in Housen history
