Just a thing I found out, the file names for this image and every other image/gif/video EXCEPT for the green room are labeled c4 or ch4, meaning this most likely takes place in chapter 4.
Green room is likely Asriel and Kris' rooms. You can see a maus hanging from its tail in the back, and Asriel's side of the room has the computer and its mouse. Right couch has slash marks on it, and there's a bucket of knives in the background to right of the maus.

So, either the rain will stop at one point, and the scene shown will be scripted, the rain will stop after the next Dark World (unlikely, as it will likely no longer be daytime when you leave the next dark world), the GIF above and the lake picture take place in different chapters, or my personal favorite... that little blue thing is doing a rain dance! But that's not important to me. what IS important is hidden in plain sight. *The police station is closed.* I don't know exactly what this means, but it helps cement the idea that we'll have Undyne (or napstablook) in chapter 3.
You wanna hear my favorite theory? So, those two weather enemies we saw for ch3, Lanino and Elnina... What if we got a whole weather news segment, and they forecasted the weather for chapter 4?
If i am not mistaken the police station was not closed in chapter 1 or 2 but is in this clip on screen, maybe hinting at something that will happen in future chapters with undyne or napstablook

Pretty sure is Sunday for them, like for the first chapter 1 think the day is Tursday, And the 2 chapter takes place in Friday, So On Sunday it would make sense, also there is barely any crime ( yet ) so it would make sense sorta

If you go to the official deltarune status update and save any image as a file, the file name is something like "update2022-dr-ch4-cafe.gif"
