Remember, pag dating sa criminal law, the crime has to be specific and the act must violate that specific law or provision. You cannot imply that a crime has been committed based on an interpretation. Criminal law deals with elements that are facts, not inference.

Hello. Thanks for quoting the law. Excellent research skills. Abet by giving alms to medicants is indeed subject to criminal liability. But when it comes to uploading videos on poverty porn, that is not the act that is criminal. But to your point, one has to give alms to medicants ( those who physically can work but do not and make begging their source of living). That means, the beggar must be proven to be a medicant. So, my answer is based on beggars vs. content creators. I hope this helps.
